Chapter One: Introduction

1.1 Background of the Study
Local government autonomy is a fundamental principle in democratic governance, ensuring that local authorities have the power and independence to make decisions that best suit the needs of their communities. However, in many cases, political interference at the state and federal levels undermines local government autonomy, limiting their capacity to perform their duties effectively. In Karu Local Government Area (LGA), Nasarawa State, political interference has been a significant concern, influencing decision-making processes, resource allocation, and overall governance.

This study aims to explore the extent to which political interference affects the autonomy of local governments in Karu LGA. It will examine the nature of political interference, its impact on governance, and the local government's ability to fulfill its mandate. The study will also assess the consequences of diminished autonomy on service delivery and community development in the region.

1.2 Statement of the Problem
Political interference in local government affairs has been a long-standing issue in Karu LGA, with state-level politicians exerting influence over the decisions and actions of local government officials. This interference has led to inefficiencies in service delivery, poor governance, and limited local development. Despite the constitutional provision for local government autonomy, political interference continues to undermine the effectiveness of local governance. This study will assess the effects of this interference on local government operations in Karu LGA.

1.3 Objectives of the Study

  1. To examine the impact of political interference on local government autonomy in Karu LGA.
  2. To assess the effect of political interference on service delivery and development outcomes in Karu LGA.
  3. To explore potential solutions for reducing political interference and enhancing local government autonomy in Karu LGA.

1.4 Research Questions

  1. How does political interference affect the autonomy of local government in Karu LGA?
  2. What are the consequences of political interference on service delivery and community development in Karu LGA?
  3. What strategies can be adopted to reduce political interference and enhance local government autonomy in Karu LGA?

1.5 Research Hypothesis

  1. Political interference significantly undermines the autonomy of local governments in Karu LGA.
  2. The lack of autonomy due to political interference negatively impacts service delivery and development outcomes in Karu LGA.
  3. Strengthening local government laws and promoting transparency will reduce political interference in Karu LGA.

1.6 Significance of the Study
This study will provide a deeper understanding of the challenges that political interference poses to local government autonomy and service delivery. By examining the specific context of Karu LGA, the study will offer recommendations for improving governance at the local level, promoting political neutrality, and strengthening the autonomy of local governments.

1.7 Scope and Limitations of the Study
The study will focus on Karu LGA in Nasarawa State, analyzing the impact of political interference on local governance. Limitations include potential biases in responses from local government officials and challenges in measuring the extent of political interference.

1.8 Operational Definition of Terms

  • Political Interference: The influence of political figures or parties on the decision-making process of local governments.
  • Local Government Autonomy: The ability of local government to make independent decisions without undue influence from higher levels of government.
  • Service Delivery: The provision of public services, such as healthcare, education, and infrastructure, by local governments.
